Uruguay ratifica su apoyo al gobierno venezolano y Haití reconoce a Guaidó

Embajador uruguayo ante la ONU sobre Venezuela: “Diálogo no es una sucesión de monólogos”

El embajador uruguayo ante la Organización de las Naciones Unidas, Elbio Rosselli, participó de la reunión del Consejo de Seguridad de ONU que fue convocado para tratar el tema de la escalada de la crisis en Venezuela.

El gobierno uruguayo se mantiene firme en su posición de no respaldar a Juan Guaidó al considerar que no es esa forma de lograr una salida pacífica a la situación. “El Uruguay reafirma la vigencia del artículo 52, párrafo 2, de la Carta de las Naciones Unidas, capítulo 8 sobre acuerdos regionales, en el sentido de que los miembros de la ONU que sean partes de dichos acuerdos harán todos los esfuerzos posibles para lograr el arreglo pacífico de las controversias de carácter local por medio de tales acuerdos u organismos regionales antes de someterlas al Consejo de Seguridad”, dijo Roselli.

El diplomático dijo que el gobierno de Uruguay viene siguiendo “con la mayor atención la evolución de la situación económica, política y social que atraviesa hoy Venezuela” y reafirmó que “la peor solución para el pueblo de Venezuela es profundizar el aislamiento internacional”.

Abogando por la paz

Roselli recordó que Uruguay y México presentaron a las partes involucradas en el conflicto una invitación a entablar negociaciones para buscar una salida pacífica a las diferencias, propuesta que fue aceptada por el gobierno de Nicolás Maduro pero que fue rechazada por el poder paralelo de Juan Guaidó, presidente de la Asamblea Nacional de Venezuela. Este último considera que las intenciones de Maduro son falsas cuando se compromete a dialogar.

Roselli dijo que Uruguay quiere evitar “una escalada de violencia” al buscar una solución pacífica y democrática frente al complejo panorama que enfrenta Venezuela.

“No habrá estabilidad ni paz en Venezuela sin un acuerdo político entre los diversos actores a través del diálogo amplio y sin exclusiones que comprenda al gobierno, a todo el espectro político y a la sociedad civil”, añadió.

“Diálogo no es una sucesión de monólogos; se requiere escuchar a la otra parte, comprender sus puntos de vista y procurar un entendimiento”, concluyó.

Haiti – Venezuela : Haiti recognizes the self-proclaimed interim President Juan Guaidó

On Thursday, 24 January, 24 hours after the Speaker of the National Assembly of Venezuela, Juan Guaidó, member of the opposition, has proclaimed himself President of the country ad interim, a special meeting of the Permanent Council of the Organization of American States (OAS) was held in Washington at the organization’s headquarters, to review the latest developments in Venezuela.

Ambassador Paula María Bertol, Permanent Representative to the OAS, presented a statement endorsing Juan Guaidó, as current acting Venezuelan President. Argentina, the Bahamas, Brazil, Canada, Chile, Colombia, Costa Rica, Ecuador, the United States, Honduras, Guatemala, Haiti, Panama, Paraguay, Peru and Dominican Republic voted in favor of this declaration in the name of «the right of the peoples of the Americas to democracy and the obligation of their governments to promote and defend it, as stated in article 1 of the Inter-American Democratic Charter.»

In this context, these countries reaffirmed in this declaration «[…] the illegitimacy of the presidential elections of 20 May 2018

because they did not have the guarantees necessary to make it a free, fair, transparent, legitimate and credible process, respecting the internationally recognized minimum standards» pursuing «we recognize and express our full support to the President of the National Assembly, Juan Guaidó, who assumed the interim presidency of the Republic of Venezuela, in accordance with constitutional rules and considering the illegitimacy of the regime of Nicolas Maduro.»

In response, President Nicolas Maduro, who sees the action as a coup led by the United States, broke relations with Washington and gave 72 hours to all American diplomats to leave Venezuela. For its part the European Union asked to listen to the voice of the Venezuelan people and demanded free elections.

However, Maduro is not isolated, he can count on support in the Region of Mexico, Nicaragua, Cuba, Bolivia and Uruguay who rejected this statement and reiterated that the only democratically elected President of Venezuela was Nicolás Maduro, calling for respect of the principle of foreign non-interference in the internal affairs of countries. In addition, Maduro can count on powerful international support like Russia and China but also allies like Iran, Turkey and Syria… all of White House’s unpopular support…

Following this official position of Haiti, the Deputy Speaker of the Lower House, Gary Bodeau, declared «In the name of the historical friendship of the Haitian and Venezuelan Peoples and while respecting the sovereignty and therefore the right of the Venezuelan people to settle their problems, I invite the protagonists to take the path of dialogue. It is in the supreme interest and well-being of the country.»
