OAS/EOM mission in Suriname encourages next phase of democratic process

The Electoral Observation Mission (EOM) of the Organization of American States (OAS) for the 2020 general elections in Suriname has observed the post-electoral process since the conclusion of the poll on May 25, more than one week ago.

Members of the Mission have been present at the ministry of home affairs, the main polling stations, the central polling station, and have observed the receipt and consolidation of the results. The Mission also noted the challenges occasioned by COVID-19, as the incidence of cases grew in the days following the elections – from one case on Election Day to 44 on June 2.

On Tuesday, June 2, the Mission held post-electoral discussions with the ministry of home affairs and the ministry of foreign affairs. The Mission thanks these authorities for their willingness to speak openly about the electoral process and to provide information and clarifications on the several issues raised by the team. The Mission will meet with the chair of the independent electoral council, virtually, on Friday, June 5.

As indicated in its May 31 statement, the Mission has noted that the unofficial preliminary count provided by the ministry of home affairs reached over 99 percent of the Statements of Poll on Friday, May 29, and has remained unchanged since then.

The Mission has no reason to believe that the official results will vary to any significant degree at this point. There are only three Statements of Poll currently outstanding and it is virtually impossible, that they will alter the results of these elections. It is therefore the position of the OAS Mission that the outcome of the elections is already clear to the people of Suriname.

The Mission is absolutely respectful of the steps prescribed by the electoral law, which are required to bring an official close to the process and formalize the results.

The rigorous nature of the consolidation and verification of the results of the elections provides for a high degree of precision, and this is a good thing. However, the Mission considers this must be balanced with the need of the citizenry for more timely results. Efforts to modernize and simplify the tabulation and consolidation process can assist in this regard.

Voters are the key stakeholders in a democracy. Their right to know the results of their collective will is and must continue to be a priority in this and future elections.

As previously mentioned, the Mission notes that no single political party achieved a two-thirds majority in the elections.

Among the six political parties winning seats in the National Assembly, efforts are now underway to develop post-electoral alliances. The Mission notes that four of those parties have already agreed to collaborate and to build a coalition. The Mission encourages these parties and the electoral authorities to move swiftly to the next phase of the democratic process.

Over 70 percent of voters turned out on Election Day. The enthusiasm and civic spirit demonstrated by the Surinamese people must be highly commended.

The Mission again takes the opportunity to acknowledge the hard work of all persons involved in the different phases of the process, to ensure that the will of the people of Suriname, as expressed at the ballot box, is heard and respected.

OAS-missie: Uitkomst verkiezingen al duidelijk voor volk

Voor de Organisatie van Amerikaanse Staten (OAS) is duidelijk dat er niks meer veranderd aan de officieuze cijfers die bekendgemaakt zijn door het ministerie van Binnenlandse Zaken. Ruim 99% van de uitslagen van de verkiezingen zijn bekend. De missie heeft geen reden om aan te nemen dat de officiële resultaten op dit punt in aanzienlijke mate zullen variëren, wordt in een verklaring meegedeeld. Er zijn momenteel slechts drie stembureaus in behandeling en het is vrijwel onmogelijk dat ze de resultaten van deze verkiezingen zullen wijzigen. Het is daarom het standpunt van de OAS-missie dat de uitkomst van de verkiezingen al duidelijk is voor de Surinaamse bevolking.

De verkiezingswaarnemingsmissie van de OAS voor de verkiezingen heeft het post-electorale proces sinds de sluiting van de stembureaus op 25 mei, meer dan een week geleden, waargenomen. Leden van de missie waren aanwezig bij het ministerie van Binnenlandse Zaken, de hoofdstembureaus en het Centraal Hoofdstembureau. Zij hebben de ontvangst en consolidatie van de resultaten waargenomen. De missie nam ook nota van de uitdagingen die Covid-19 met zich meebracht, aangezien het aantal gevallen in de dagen na de verkiezingen groeide – van één actief geval op de verkiezingsdag tot 44 op 2 juni.

De OAS-missie heeft dinsdag postelectorale gesprekken gevoerd met de ministeries van Binnenlandse Zaken en Buitenlandse Zaken. De missie dankt deze autoriteiten voor hun bereidheid om openlijk over het verkiezingsproces te spreken en om informatie en verduidelijking te geven over de verschillende door het team aan de orde gestelde kwesties. De missie komt virtueel op vrijdag 5 juni bijeen met de voorzitter van het Onafhankelijk Kiesbureau.

De missie respecteert absoluut de door de Kieswet voorgeschreven stappen. Het rigoureuze karakter van de consolidatie en verificatie van de resultaten van de verkiezingen zorgt voor een hoge mate van precisie, en dat is een goede zaak. De missie is echter van mening dat dit in evenwicht moet worden gebracht met de behoefte van de burgerij aan tijdige resultaten. Inspanningen om het proces te moderniseren en te vereenvoudigen, kunnen hierbij behulpzaam zijn.

Kiezers zijn de belangrijkste belanghebbenden in een democratie. Hun recht om de resultaten van hun collectieve wil te kennen, is en moet een prioriteit blijven bij deze en toekomstige verkiezingen. Zoals eerder vermeld, merkt de missie op dat geen enkele politieke partij een twee derde meerderheid behaalde bij de verkiezingen. Onder de zes politieke partijen die zetels in De Nationale Assemblee hebben gewonnen, worden momenteel inspanningen geleverd om post-electorale allianties te ontwikkelen. De missie merkt op dat vier van die partijen al zijn overeengekomen om samen te werken en een coalitie op te bouwen. De missie moedigt deze partijen en de verkiezingsautoriteiten aan om snel naar de volgende fase van het democratisch proces te gaan.

Meer dan 70% van de kiezers kwam op de verkiezingsdag. Het enthousiasme en de burgerzin van het Surinaamse volk moeten zeer worden geprezen. De missie maakt opnieuw van de gelegenheid gebruik om het harde werk van alle betrokkenen in de verschillende fasen van het proces te erkennen, om ervoor te zorgen dat de wil van het Surinaamse volk, zoals uitgedrukt bij de stembus, wordt gehoord en gerespecteerd. De missie is formeel beëindigd.

Caricom-waarnemersmissie vertrekt vandaag

Na twee weken verlaat de Caricom-verkiezingswaarnemersmissie Suriname vandaag. De missie zegt dat zij verheugd is dat haar waarnemingen en ervaringen van de afgelopen twee weken hebben bevestigd dat Suriname tot op dit moment met succes vrije, eerlijke, transparante en geloofwaardige verkiezingen heeft gehouden.

Ook de Caricom-missie dringt er net als de OAS-waarnemersmissie op aan om het verkiezingsproces zo efficiënt en snel mogelijk af te ronden. Het gaat om het voltooien van de processen-verbaal van drie stembureaus. De missieleden hebben ook zeer zorgvuldig nota genomen van de bezorgdheid en twijfels die werden geuit – inclusief bezorgdheid over mogelijke verkiezingsfraude. De waarnemers hebben daarop het verkiezingsproces zorgvuldig onderzocht op bewijzen die dergelijk zorgen en twijfels zouden staven.

Op enkele logistieke problemen en enkele Covid-19-gerelateerde vertragingen na, heeft de missie geen bewijs van fraude gezien of ondervonden bij de verkiezingen. De Caricom-missie heeft vastgesteld dat het kiesstelsel van Suriname fundamenteel gezond is en dat er veel checks and balances in het systeem zijn ingebouwd. Zij was ook onder de indruk van de transparantie die het kiesstelsel kenmerkt en dat vertegenwoordigers van de politieke partijen in elke fase van het proces aanwezig mogen zijn om de procedure te onderzoeken.
